Pillar IV of VI
Building the state that delivers
The Public Sector pillar develops the capability of the state itself: public financial management, evidence-based policy, delivery systems, digital government and the leadership craft of permanent secretaries, directors-general and the officials who turn national plans into citizen outcomes. 148 programmes built for the machinery of government.
The delivery gap is the defining challenge
Africa does not lack policies; it lacks delivery. Well-funded programmes underperform, reforms stall between announcement and implementation, and citizens experience the gap between commitment and outcome daily. The pattern repeats across sectors because the cause is structural: capability, incentives and delivery systems that were never designed to convert intent into results at scale.
The pillar treats public leadership as a craft with teachable components: evidence before commitment, incentives before exhortation, delivery systems before ribbon-cuttings, and the political economy of change taken seriously rather than wished away. Every programme in the pillar is built on that premise, from Data-Driven Government to Public Service Performance Contracts & Results Management.
- Delivery, not announcements, is the unit of competence
- Incentives officials and citizens actually respond to
- The political economy of reform, taught rather than avoided
Statecraft for a fiscal decade
The fiscal context has hardened. Debt service crowds out capital spending, aid budgets shrink, and every budget line now carries a higher opportunity cost. Public Finance Excellence, Subnational & Devolved Government Finance, Municipal & Local Government Finance, Tax Administration & Revenue Mobilization and Sovereign Debt Management & Restructuring equip leaders to run fiscal policy in that decade: allocation by priority rather than increment, commitments controlled before they become arrears, and the domestic revenue and credibility that unlock cheaper capital.
The teaching is operator-grade. Participants build the fiscal analytics, run the commitment-control designs and defend the reform sequencing in front of faculty playing cabinet, lender and legislature. Public Investment Management & Appraisal applies the same discipline to the project pipeline, where rigorous cost-benefit analysis separates the projects that build a nation from the ones that merely spend on it.
- Budget processes that allocate by priority, not by increment
- Commitment control, arrears prevention and treasury discipline
- Rigorous public investment appraisal and debt sustainability
A curriculum for the machinery of government
Government capability fails in its machinery, so the pillar covers the machinery deliberately: Public-Private Partnerships (PPP) for structuring and governing high-impact projects, Strategic Procurement & Contract Management for the value-for-money assurance that procurement so often leaks, Customs & Border Administration Modernization for trade facilitation, Land Administration & Governance for tenure and productive capital, and Governance of State-Owned Enterprises for commercial discipline with public value.
Sector machinery has its own programmes: Health Systems Leadership & Health Financing for universal coverage economics, Social Protection & Safety Net Programme Management for registries and transfers that reach the needy, Disaster Risk Management & Humanitarian Leadership for resilience, and Smart Cities & Urban Analytics for the metros absorbing Africa's growth.
- PPP structuring, procurement assurance and customs modernisation
- SOE governance, land administration and devolved finance
- Health, social protection and disaster-response delivery systems
Evidence, evaluation and delivery
Evidence-based policy is moving from aspiration to requirement, and the pillar builds the capability to meet it. Monitoring, Evaluation and Impact, Policy Analytics Academy, Causal Inference & Impact Evaluation Analytics (with the Analytics pillar), Survey Design & Analytics and Official Statistics & National Data Systems cover the full evidence chain: credible data, causal thinking, evaluation design that stands up to scrutiny, and statistics offices that anchor the whole system.
Delivery systems get equal weight. National Development Planning & Vision Execution turns visions into delivered results; Government Communication & Citizen Engagement rebuilds public trust; and the pillar's Data Lab™ builds programme dashboards that resist gaming, because a measurement system that rewards activity rather than outcomes quietly corrupts everything downstream of it.
- Impact evaluation methods: randomised, quasi-experimental, administrative data
- M&E systems designed to measure outcomes and resist gaming
- Delivery dashboards leaders actually run their programmes on
The digital state
Digital government is no longer a technology project; it is the operating model of the modern state. Digital Government & GovTech Leadership covers digital ID, e-services and process digitisation built citizen-first; Digital Identity & eKYC Systems anchors the trust layer; Data-Driven Government and Policy Analytics build the analytical state; and Tax Administration's digital systems make fiscal discipline enforceable, where leaders know how to use them.
The pillar's position is disciplined about sequencing. Digitisation amplifies whatever process it is pointed at: point it at a broken process and the broken process gets faster. Participants therefore learn architecture and process design together, so the digital state they build compounds capability rather than merely automating inefficiency.
- Digital ID, e-services and GovTech delivered citizen-first
- Administrative data as the backbone of targeting and evaluation
- Sequencing discipline: design the process before digitising it
Leadership for public institutions
The pillar's leadership spine is the Executive Programme for Permanent Secretaries & Directors-General, the elite public leadership journey covering strategy, stewardship and delivery at the apex of the state. Around it: Civil Service Excellence & Public Administration Mastery for professionalising the machinery, Public Sector Reform & Institutional Transformation for reform that survives resistance, Executive Leadership for State Corporations & Parastatals for the commercial-public boundary, and Policy Design, Legislation & Regulatory Impact Assessment for the pathway from idea to statute.
These programmes take the public leader's context seriously: political principals, legislative scrutiny, media exposure, resource constraints and the career incentives of officials. Case discussions are drawn from African governance, a fuel subsidy consuming the capital budget, a county that doubled immunisation, a dam two-thirds complete with wrong assumptions, because that is where the judgement gets built.
- The Permanent Secretaries & Directors-General programme at the apex
- Reform design that survives political and staff resistance
- African governance cases, not imported textbook scenarios
Sovereign capability and the global interface
Public leaders increasingly operate on the global stage: negotiating trade under AfCFTA, managing creditors, positioning the state in a multipolar world. AfCFTA & Digital Trade Strategy, Economic Diplomacy & Geopolitical Strategy, Trade & Industrial Policy for Structural Transformation and Natural Resource & Extractives Governance build that statecraft: the negotiation, the fiscal design and the stewardship questions that determine whether Africa's resource and trade endowments fund development.
The cohorts are deliberately mixed across countries and levels of government, so officials build the cross-border networks and comparative perspective that sovereign work requires, alongside the craft their own institutions need.
- AfCFTA, trade negotiation and industrial policy statecraft
- Resource governance and sovereign debt negotiation
- Cross-border cohorts building continental networks
How IPAT works with governments
Institutional programmes are the standard format: whole units and ministries enrolling together, with capstones aligned to the government's live priorities, a delivery dashboard, a reform sequencing plan, a PFM reform blueprint. Where development partners co-fund, IPAT works within the fiduciary and results frameworks of those programmes, and capability baselines are measured before and after so the investment is auditable.
The pillar's ambition is stated plainly: a continent of states whose capability matches their ambition. That is built one capable institution at a time, and this pillar exists to build them.
- Ministry and county/state cohort programmes on live priorities
- Development-partner co-funded delivery with auditable results
- Capability measured before and after, reported to sponsors
