Digital Government & GovTech Leadership

Lead the digital state. In five days you will design a GovTech transformation — shared platforms, digital services, procurement and delivery governance — for a real government mandate, and defend it to a digital delivery board.

IPAT Executive Certificate 5 intensive days Ministers and permanent secretaries driving digitisation, heads of digital government agencies and GovTech units, CIOs and CTOs of public institutions, and development-partner digital leaders.

The executive challenge

The problem this program solves

Digital government fails in predictable ways: ministries buy systems instead of building platforms, procurement delivers vendors instead of capability, and no one governs the whole. This programme teaches GovTech leadership for the people accountable for it — service design on African realities, shared platforms and digital public infrastructure, procurement and delivery governance, and the political management of digitisation. Taught by faculty who have led digital government programmes inside governments and for development partners.

Context

Why this matters now

Digital public infrastructure — ID, payments, data exchange — is now a continental priority with serious funding attached, and most institutions cannot absorb it well
Citizens compare their government’s services to their mobile-money experience: the tolerance for queues and paper is collapsing
AI is entering public services without governance: the leaders who set the rules now will shape the next decade of state capability

Capability

What you will be able to do

  • Design a GovTech strategy: shared platforms, service priorities and the buy-vs-build discipline
  • Apply digital public infrastructure principles: ID, payments and data exchange without vendor lock-in
  • Design digital services that work on African realities: USSD, low bandwidth, agents and assisted channels
  • Run GovTech procurement and delivery governance that builds capability, not dependencies
  • Govern data, privacy and AI in public services
  • Produce a GovTech transformation plan for your own mandate with a 90-day sequence

The IPAT Course Standard

The five-day journey

Each day is a deliberate progression in managerial capability — from strategic context, to analytical frameworks, to applied practice, to executive judgement under pressure, to a capstone that produces something your organisation keeps.

IPAT Signature Case™

The Biometric Rollout That Excluded Its Users

A government digitises its flagship agricultural subsidy with biometric registration. Six months in, 15% of legitimate beneficiaries — the elderly, remote farmers, those without the required documents — have silently dropped out, the vendor owns the database schema, and a newspaper has found a grandmother who walked four hours to be told her fingerprints don’t work.

Your decision: As the programme’s digital lead: push the vendor to fix verification, build an assisted-enrolment channel, or quietly reintroduce paper for the excluded — knowing each path has cost, political and precedent consequences.

Real-World Case Study

India Stack: The Architecture of Scale

India’s digital public infrastructure — Aadhaar identity, UPI payments, account aggregators — was built as open, layered public infrastructure, not as ministerial systems. The result: identity for over a billion people, payment rails processing multiples of any comparable system, and a private-sector service ecosystem the government never had to build itself.

The lesson: GovTech leadership is architecture leadership: platforms and open standards beat systems and vendors — the design discipline this programme drills.

IPAT Data Lab™

A government portal receives millions of visits, completes a fraction of its transactions, and nobody can say why users abandon it.

Dataset: A realistic digital-service dataset: journey analytics, completion rates, channel mix and citizen feedback.

Your task: Diagnose the abandonment, redesign the journey for real constraints, and produce the platform and procurement plan.

A service redesign and a GovTech delivery plan.

Data → Analysis → Decision, not Data → Code → Certificate
