Program Risk Governance & Assurance

The register satisfies the supervisor; the crisis tests the institution. This program closes the gap between the two in program risk governance. In 5 days you will build the dashboard, draft the appetite and command the incident — the full craft of program risk governance leadership, practised rather than described, leaving with Enterprise Risk and Resilience Blueprint, plus a quantified exposure map, a rehearsed incident playbook and a board-ready controls investment case.

IPAT Executive Certificate 5 intensive days CEOs, CROs, CISOs, CIOs, risk and compliance leaders, audit committee members, operations and resilience leaders; supervisors and regulators.

The executive challenge

The problem this program solves

The institution has policies for program risk governance — and no rehearsed response. When it happens, the first two hours will be improvised by whoever answers the phone. The gap between the risk function and the operator is where institutions are actually lost. You leave with your institution's program risk governance exposures quantified, its response rehearsed, and a board-ready blueprint for the controls that matter.

Context

Why this matters now

Third parties and platforms now carry a rising share of program risk governance exposure while accountability stays with the board.
Rehearsal is the only honest test of program risk governance readiness — and it is cheaper than the first real incident.
Supervisors now test program risk governance resilience, not policies: impact tolerances, recovery capability and incident readiness.

Capability

What you will be able to do

  • Design a program risk governance risk architecture that anticipates rather than documents.
  • Quantify program risk governance exposure in money — loss scenarios, tolerances and stress tests.
  • Rehearse the program risk governance response before it is needed — command, disclosure and coordination.
  • Lead program risk governance incident command when the organisation is under pressure.

The IPAT Course Standard

The five-day journey

Each day is a deliberate progression in managerial capability — from strategic context, to analytical frameworks, to applied practice, to executive judgement under pressure, to a capstone that produces something your organisation keeps.

Delivery & Rigor

Action learning, not passive lectures

Every IPAT program is a working residency built on one discipline: analyse, decide, deploy, refine.

Pre-work, two weeks out

A mandatory reading pack, a sector dataset and a short diagnostic arrive two weeks before day one. You do not arrive to be introduced; you arrive ready to work.

Simulation under pressure

Decision rounds and data labs run on realistic, messy African data. Positions are defended, consequences are revealed, and judgement is debriefed, not answers dictated.

The 30-day accountability nudge

Thirty days after the capstone you report progress on your implementation plan and faculty respond with a structured review. The learning that sticks is the learning that is followed up.

IPAT Signature Case™

The Trader Who Offered to Win It Back

A star dealer at a regional bank has concealed mounting program risk governance losses through fictitious confirmations. The hole now threatens a quarter’s earnings; audit is close, and the dealer proposes a win-back plan.

Your decision: Decide exposure, escalation and sequence: what the board, the regulator and the market hear — and in what order.

Real-World Case Study

Bangladesh Bank: The SWIFT Heist

In February 2016, attackers used compromised SWIFT credentials at Bangladesh Bank to attempt USD 951 million in fraudulent transfers, successfully stealing USD 81 million through the Philippines before a typo stopped the rest. The intrusion persisted for years in a network with a USD 10 firewall and no monitoring of the payment gateway.

The lesson: Payment infrastructure risk is a governance failure with a technical face: monitoring, segmentation and vendor accountability — the disciplines this course drills — are what separate an attempt from a loss.

IPAT Data Lab™

The program risk governance incidents at a national health insurer are individually small and collectively serious — and no one has connected them.

Dataset: Synthetic multi-year incident, near-miss and control data for a national health insurer.

Your task: Build the heat map, test the tolerances, and write the 4 a.m. command card for the top exposure.

A program risk governance heat map, impact tolerances and an incident command card.

Day 5 · The Capstone

What will you change when you return to work?

Produce an enterprise risk and resilience blueprint for your institution: appetite, architecture, incident readiness and the investment sequence.

You leave with: Enterprise Risk and Resilience Blueprint

Methodology

Frameworks you will master

IPAT-proprietary methodology
  • • IPAT Decision Intelligence Framework™
  • • IPAT Transformation Architecture™

The Faculty Standard

Practitioners who have done the work

Every session is led by practitioner-faculty: PhDs, former central bankers, serving and former CFOs, and delivery leaders who have built and run the systems they teach. Cases are drawn from institutions they have advised, not textbook extracts. Faculty teach what they have decided with, under the same pressure you face.
