Monitoring, Evaluation & Learning for Programs
Africa does not lack policies; it lacks delivery. This program teaches the craft of monitoring that actually changes outcomes on the ground. In 5 days you will trace spending to outcomes in the Data Lab, run a delivery review under fire, and rehearse the cabinet conversation that changes the trajectory of monitoring, leaving with a delivery blueprint for your own program — evidence-based, politically sequenced and measurement-ready.
The executive challenge
The problem this program solves
The data on monitoring sits in administrative systems nobody reads, while the decisions are made in meetings nobody audits. Under fiscal pressure, every wasted monitoring shilling is a borrowed shilling: the gap now compounds through debt service. This is where monitoring stops being a policy document and becomes a delivery system with an author, a cadence and consequences.

Why this matters now
Capability
What you will be able to do
- Navigate the political economy of monitoring reform without abandoning rigour.
- Manage monitoring programs with fiduciary discipline and visible value for money.
- Sequence monitoring reform so it survives resistance, turnover and the next budget cycle.
- Trace monitoring money to outcomes and defend the trace under scrutiny.
The IPAT Course Standard
The five-day journey
Each day is a deliberate progression in managerial capability — from strategic context, to analytical frameworks, to applied practice, to executive judgement under pressure, to a capstone that produces something your organisation keeps.
Delivery & Rigor
Action learning, not passive lectures
Every IPAT program is a working residency built on one discipline: analyse, decide, deploy, refine.
Pre-work, two weeks out
A mandatory reading pack, a sector dataset and a short diagnostic arrive two weeks before day one. You do not arrive to be introduced; you arrive ready to work.
Simulation under pressure
Decision rounds and data labs run on realistic, messy African data. Positions are defended, consequences are revealed, and judgement is debriefed, not answers dictated.
The 30-day accountability nudge
Thirty days after the capstone you report progress on your implementation plan and faculty respond with a structured review. The learning that sticks is the learning that is followed up.
IPAT Signature Case™
The Dam at Two-Thirds
A flagship project at a devolved county government is two-thirds complete when independent review finds the hydrology assumptions optimistic and a cheaper alternative existed. Cancelling embarrasses the government; completing it strains the debt ceiling.
Your decision: Complete, redesign, or pause — and design the public accountability for whichever you choose, monitoring evidence included.
Real-World Case Study
Indonesia’s Subsidy Reform: Sequenced, Compensated, Survived
Indonesia removed or restructured its ruinous fuel subsidies in stages — 2005, 2008, 2015 — pairing each cut with cash-transfer compensation (BLT) and visible communication, a sequence credited in World Bank evaluations with surviving where single-stroke reforms elsewhere failed. Timing, compensation and narrative were designed together.
The lesson: Reform sequencing is the craft: visible compensation buys the political capital that structural change requires — exactly the design discipline this program teaches.
IPAT Data Lab™
The monitoring data at a water services regulator measures activity; nobody measures delivery.
Dataset: Synthetic administrative and survey data for a water services regulator — the two sources disagree.
Your task: Reconcile the sources, build the delivery dashboard, and defend it before a faculty "cabinet".
A monitoring delivery dashboard that resists gaming.
Data → Analysis → Decision, not Data → Code → Certificate
Day 5 · The Capstone
What will you change when you return to work?
Build the design and evaluation framework for your institution's flagship program: evidence base, causal chain, measurement, and delivery governance.
Methodology
Frameworks you will master
- • IPAT Data-to-Decision Framework™
- • IPAT Transformation Architecture™
- • Cost-benefit analysis and regulatory impact assessment
- • Results-based management
- • Randomized and quasi-experimental evaluation methods
The Faculty Standard
Practitioners who have done the work
Every session is led by practitioner-faculty: PhDs, former central bankers, serving and former CFOs, and delivery leaders who have built and run the systems they teach. Cases are drawn from institutions they have advised, not textbook extracts. Faculty teach what they have decided with, under the same pressure you face.
